中國國際航空在上海浦東轉機請教?

請問國航由桃園飛米蘭在上海浦東轉機的航班(去程轉機等待4小時，回程轉機等待9小時)是否去回程台胞證都一定要各有一次簽證，行李是否都要拉下重新掛呢，還是可以直掛目的地?^o) 還有回程9小時轉機時間是否適合出境來個上海半日遊呢?(還沒到過上海，如果可以想看看東方明珠塔、外灘...~:-$)
