有關退稅的規定問題

請問在西武百貨店上看到有關退稅的規定-不居住在日本，停留時間不到6個月的外國人※ 再入境日期不適用 ※ 再入境日期不適用什麼意思啊？是説一年只能去一次的人嗎？還是説上次入境日期和這次入境日期間隔要6個月以上才能免稅嗎？？
